The turn action would basically eliminate a straight in my mind against all but the trickiest of players. When you bet 10,500 into a pot with more than 31k in it on a board with two flush cards and two broadway cards, you absolutely have to expect to get raised by the (very vulnerable) wheel there, otherwise he lets his opponents draw way too cheap. When Scott flats the turn, I pretty much rule out a wheel. 

I'm not entirely sure he's forced to value-bet his set of nines, or that he would fold a set of nines to your own river bet, but that's the kind of player-specific info I definitely don't have.
